Diamonds
Yes, under the FTC's 2018 Guides, when it has essentially the same optical, physical, and chemical properties as a mined diamond. It should be named as a laboratory-grown or laboratory-created diamond.
The Guides say a carat is 200 milligrams (1/5 gram), and a point is one one-hundredth of a carat.
Treatments
Some diamonds and gemstones are treated. Ask the seller and read the description and report.
Metals
The Guides say the karat should come immediately before the word "gold", as in "14 Karat Gold".
Under section 23.5, sterling means at least 925/1,000ths pure silver.
